I should prefer to have an entire change in the cnaracter and nature of those provisions. I should prefer negotiations made anew with the Government of China to carry out the established will of the American people in these respects with moderation. with fairness. with justice. with a consideration for the antiquity. the civilization. and the future development of this large portion of the human race. 1 concur in the criticisms which have been made on our former legislation in this regard. but what shall we do? Shall we stand here and allow this great evil to continuethe continued deportation of these people for the nonexecution of the law which would be unsatisfactory to all? Therefore I acquiesce in the amendment and shall give to it my support. but I desire in my place in the Senate to say. as I have said before. that. whenever an opportunity is afforded to me. I shall give my vote for a change in the character of this legislation.
