I did introduce a bill containing it in a former Congress. but it met with some opposition. and might meet with it in this case. and hence it was omitted. It is this: Before I introduced that bill I conferred with Mr. Bayard. when he was Secretary of State. as to this provision. and it fully met with his approval. It was a section which required the court. when it admitted to naturalization. to send a certification of the fact to the State Department. where it should be filed for future use and in aid to the State Department.
