It was deemed best. therefore. by those charged with the execution of the laws. to arrest and deport such Chinese laborers who recently came into the United Statesfrom Canada and other border countries as were knoivn to be violators of the law. and await action by Congress as regards those who are residents of the United States on the 5th of May. 1892. The report of the Assistant Secretary. Hamlin. shows that 152 persons were deported during the last fiscal year. In almost every case where a Chinese laborer was arrested under section 6 of the Geary act. he petitioned for a writ of habeas corpus. and when. on a hearing. the court refused the writ of habeas corpus. he appealed to the Supreme Court of the United States. and under the Revised Statutes of the United States. sections 763 764. 765. as well as under rule 34 of the Supreme Court of the United States. the custody of the prisoner could not be disturbed pending the appeal. It is not necessary for me to enlarge my statement about the Administration.
