The Secretary would say that the Legislature should have decided what they wanted. and he would be perfectly justifiable in doing so. He would not be justified in pursuing any other course. and he would pursue the same course in the future that he has in the past. Affirmative legislation is no reflection on the Secretary of the Treasury. and the failure to enact this allimportant feature is equivalent to determining that there shall be no photograph whatever. which would mean that there shall be no certificate in so far as Chinese exclusion is concerned. Now. this Geary law has b3en denounced exceedingly. I do not see that it is such a bad law if we believe in enforcing exclusion at all.
