Now. what did Congress do when it came to the consideration of this matter in the appropriation bill? In the face of an election we passed the Geary bill. but after the election we failed to provide the necessary meansfor putting that law into execution. and now we blame somebody else for not having done their duty. When the bill was brought in it provided. for the enforcement of the exclusion act. $50.000. That was the provision made in the bill50.000 to meet an operation which would require $7.000.000. One gentleman from California at that time offered an amendment increasing the amount to $500.000. and suggested that the lowest possible sum that could be relied upon to enforce this law .vould be $2.000.000.
