If similar treatment were accorded to American residents in China it would result in a declaration of war inside of thirty days. The restriction of Chinese immigration could and should have been brought about in a legitimate and proper way. by opening negotiations with the imperiai government of that vast empire. through the regular and legitimate channel of the State Department.
