But. sir. the whole spirit of the law is in utter antagonism to the very treaty stipulations which we have made with these people. and to wh ich I have just called your attention. But there are other provisions in other treaties to which I wish to call your attention. In the last treaty with China she gave us the right to amend the law so that we could exclude. if we deemed it necessary. persons occupying the position of Chinese coolies from coming to our shores. In 1881 China agreed that we might still further amend the treaties. and provided in section 1 as follows: Whenever. in the opinion of the Government of the United States. the coming of Chinese laborers to the United States. or their residence therein. affects or threatens to aftect the interests of that county. and to endanger the good order of Such country or of any locality Within the territory thereof. the G6overnment of China agrees that the Government of the United States may regulate. limit. or suspend. such coming or residence. but may not absolutely prohibit it. That is what the treaty provides.
