China is not in a situation to complain or to retaliate. No one will deny that it is competent for this Government to provide such penalties as it chooses for the violation of its own laws. If Chinese laborers are deported under the act of 1892 it will be because they have deliberately and defiantly refused to comply with a reasonable law found necessary for the enforcement of Chinese restrictive legislation enacted in part in pursuance of treaty stipulations. and all of it acquiesced in by the Chinese Government. China would be clearly in the wrong to retaliate upon American citizens for the lawful punishment of her subjects in this country for the willful violation of our laws. China is quite as much interested in maintaining commercial relations with the United States as the United States are with her.
