The amendatory act of 1884 also provided that Chinese laborers who were in the United States when the tretty took effect. and those who came into the United States before the expiration of ninety days after the passage of the act of May 6. 1882. should be entitled to depart from this country and to return. As to those laborers who departed before the act of May 6. 1882. went into effect. there was no record or other official evidence of their right to return. and when they returned and sought to enter the United States they were held by the courts to be entitled to prove in court their right to land in the same manner as any other question of fact is established. Suspersion of the coming of Chinese laborers to this country. or more correctly. the prohibition of the importation of Chinese coolies by the Six Companies. injured a profitable business of those companies. In consequence. the law was systematically violated by them. and thousands of Chinese were smuggled into the country. Experience disclosed defects in the acts of 1882 and 1884. which Congress sought to remedy.
