The trouble about the act of 1891 is that that act is not enforced. This bill is for the purpose of enforcing that law as it now stands upon the statute book. Now. the principal feature of this bill is this. that it provides for an inspection of the emigrant before he embarks at the port of departure. It requires the affidavit of the captain. it requires the affidavit of the surgeon as to theinspection of every immigrant that goes At the port of New York for the same period there aron board the ship. Before the ship leaves the foreign port he rived ----------------------------------------------- 447.714 has to make his affidavit that there is no one on board of a class Of these there were refused a landing only ------------ 1.727 of persons prohibited from landing in this country.
