I know of no reason why there should not be information gathered and distributed with regard to irrigation as well as in regard to soils and every other mat ter connected with agriculture. It is a new pursuit to our people. It takes time to learn it. It takes an expert to know at what time of the year to irrigate. and how much water to put on in irrigation. In one section one method is required and in another section another. Immigrants are going into that country. which occupies twofifths of the entire area. ignorant of the modes of irrigation. I am asking for nothing with regard to improvements. I have been disappointed in the moneys appropriated.
