I think. all the best medical opinion is agreed. is by a total suspension of immigration during the prevalence of the epidemic. Under this act we have given that power to the President. so that all immigration can be stopped when an epidemic is raging in Europe and itseems best to the President to prohibit immigration from any infected ports. But this amendment. it seems to me. does not strengthen the bill. but weakens it. I believe with the gentleman from Maryland . and believe most profoundly. in a thorough. comprehensive. and purely national quarantine. but if we can not have that.
