We are much more sleepy. much more confident in our fancied security about our institutions than our fathers were a hundred years ago. and those people who come to infuse fresh blood into our veins love liberty with greater jealousy than we do. that is. we are disposed to be more confident that liberty is secure. and they dread encroachments upon it. They stand faithful sentinels on the outposts. and they are ready to challenge every invader who comes to the camp. There must be some great and overruling peril which threatens the safety of our people to induce me to give to the President of the United States. whoever he may be. the power by a fiat to stop the whole immigration of people from other countries coming to this.. For these reasons. sir. I have come to the conclusion that this bill ought not to pass.
