Without intending to give offense. I desire to say that I consider it cowardly legislation to push the responsibility for suspending immigration off upon the President. It is not a question of what we will do when cholera actually breaks out. The Senator from Tennessee and I know very well that this country will approve anything the President may do. whether he has law for it or not. when cholera breaks out. The question is. What shall we do in apprehension of cholera? I say it is a cowardly way to legislate to say. "Mr. President. you stop this immigration whenever you think best."
