I do not rise to object to the discussion of the McGarrahan claim or to any arrangement which has been made with reference to the immigration and quarantine questions. but simply to say that at some time. and at no very distant time. I shall feel that it is my duty to insist upon the consideration of the agreement made by the Cherokee Commission for the purchase of the Cherokee Outlet. If that is not ratified by the 4th of March it falls to the ground. While I do not give any notice this morning. I feel that the importance of that measure is such that I shall be justified in asking for its early consideration by the Senate.
