I think that is unjust and unfair. I close as I began. by saying that Iam in favor of the Senators joint resolution. I introduced a bill of a similar kind to open that country for the immigrants who desire to go there and when we can get the best class of immigrants to settle there. Then it would be proper and it would be right that they should have the full control and conduct of their local affairs and that all these offenses should be tried by courts held inside the Territory. but while the present condition remains. if you take this jurisdiction away from these other courts. it will not be six months until the condition .described by the Senator from Missouri as existing in the Indian Nation wll not only exist there. but it will be intensified tenfold even beyond that.
