The Secretary of the Treasury may prescribe such additional regulations as may be required for the strict enforcement of this provision. That is the provision of the present law. Now. the old law provided as follows: Animals specially imported for breeding purposes shall be admitted free upon proof thereof satisfactory to the Secretary of the Treasury. under such regulations as he may prescribe. and teams of animals. including their harness and tackle. and the vehicles or wagons actually owned by persons emirating from foreign countries to the United States with their families and in actual use for the purpose of such emigration shall also be admitted free of duty under such regulations as the Secretary of the Treasury may prescribe. These are the provisions of the old law and of the existinglaw. The law fixes in each instance the conditions upon which such animals shall come in. and the terms upon which they may come.
