I do not want it tobe understood here that we of California are asking this as a special favor to our State. New York. Virginia. every State and Territory in the Union. has the same interest in this matter that California has. I want that understood lhere and now. Upon the assurance of the chairman of the Committee on Appropriations that that committee will report an appropriation in December for the enforcementof this Chinese exclusion act when the amount necessary for that purpose is ascertained. and in view of his amendment making the-$60.000 immediately available for this purpose. and because I can donobetter at this time. I accept the provision in the bill as amended. M .
