We should make provisions that are as summary as in respect to smuggled goods. but equally effective in searching and bringing out the truth. I am unwilling. for one. to recognize the principle that they are under the provisions of our Constitution in respect to their rights of trial. We took a step in the right direction. in my judgment. when we passed the immigration law and the power with which the Treasury Department was vested there is a far more severe and far more effective one than is contained in the provisions of the report of the conference committee.
