Chairman. this power. like all other powers of the Government. is limited and restricted. subservient to the general scope of the Constitution and to the division of powers between the coOrdinate branches of the Government. Congress alone may regulate commerce. Congress alone has the power to tax. Congress alone may prescribe a uniform rule of naturalization. In these matters the Congressnot the President and the Senate. but the Congressis the constitutional power. and the President and the Senate can not be permitted. and are not permitted under the Constitution. to do that which might virtually change the form of your Government and ignore the power of the lawmaking body of this country. Need I dwell upon this?
