The relatives of the Chinese peon are mortgaged at his home for the faithful performance of his contract. If he fail they are sold into slavery. He goes about apparently as a freeman. but his acts show the collar on his neck. Expensive lawyers are hired to represent coolies in the efforts to evade the restriction law. hut in nothing else. Coolies move in obedience to orders issued by a central authority. They can not leave the country without the permission of their owners. If they attempt to do so they are removed from the steamer under trumpedup charges of felony.
