There you have a judicial tribunal with a defined duty. you have the officers of the law. and yet in this matter that is of supreme consequence to the people 95 per cent of the Chinese who were subject to it snap their fingers in your face and in the face of your courts and defy all that you have done or ordered to be done. If in any country under the sun the criminal laws passed for the regulation of the intercourse of man with man were thus defied we would denounce that condition of affairs as little less than barbaric.
