Session #52 · 1891–93

Speech #520047009

It is just as legitimate and appropriate for us to violate the treaty in other particulars as it is to do it by the reenactment of the law of October 1. 1888. Mr. President. I do not think that the Chinese Government is in a condition to expect from us that we shall refrain from passing such laws on the subject of Chinese immigration as it seems good to Congress to pass. The attitude of the Chinese Government is very clearly stated in the correspondence which is before the Senate and has been made publicin reference to the rejection of my late colleague. Senator Blair. as minister to China.
