Let us look at the sections of the bill passed by the other House. It is not necessary for me to go into any detailed argument about the measure. I will read the sections. and let us see whether the Senate of the United States is prepared to adopt this worse than Draconian code in order to prevent this evil. I do not doubt from my observations in San Francisco that Chinese immigration is injurious and ought to be restricted. but under existing laws it has been restricted. There are now fewer Chinese in California than there were ten years ago. I have the census tables before me.
