Mr. President. my objection to the pending bill is that it is practically a reenactment of the present law. which has not and can not answer the end for which it was intended. Its only practical effect has been to turn the tide of this immigration from an American line of steamers to San Francisco to a British line of steamers to Victoria. British Columbia. where the Canadian Government receives $50 a head for their reception and the United States gains the Chinaman all the same. as it is a notorious fact that their numbers have increased but slightly in Canada. and that they have come over our 3.000 miles of northern border practically whenever they desired. And this measure provides no protection against that illegal invasion.
