But our laws are incomplete. they are defective. hence evaded. and. in consequence. do not meet the desired end. These defects more especially apply to the exclusion of the Chinese. as it is far more difficult. next to impossible. to legislate against a race that has nothing in common with us. but whose interest and sentiment are averse to ours and who have no regard for the sanctity of an oath. than against a race of our own type.
