They are heroic. patriotic. energetic and selfreliant. and can be depended upon for the performance of all the duties and obligations which devolve upon them. If an illustration be required of the capacity of a State to administer its land system. without supervision or interference upon the part of the General Government. the State of Texas. with its immense area. will furnish an instructive example. It has held out its own encouragement to immigration. it has invited capitalin its own way. it has granted itslands at its own pleasureboth in predmptions in aid of education and for internal improvementit has issued its own patents. and exercised without restraint its own judgment in the disposition of its public domain. It is content with its own management. and would revolt at interference. It retained its lands when it entered the Union. without limitation or restriction upon its power of administration and disosition.
