I introduce a bill. prepared at the Treasury Department. to prohibit the coming of Chinese persons into the United States. and for other purposes. The bill was framed in the Department with a view to carry out the provisions of the existing laws in regard to Chinese immigration. It is accompanied by correspondence which sets out the objects and purposes of the bill. I ask that the accompanying papers be printed with the bill. and that it be referred to the Committee on Foreign Relations. The bill to prohibit the coming of Chinese persons into the United States. whether subjects of the Chinese Empire or otherwise. and to provide for registration and certificates of residence. and determine the status of all Chinese persons now resident in the United States. and fixing penalties and punishments for violation of this act. and providing for deportation of criminals. was read twice by its title.
