The necessity for the cruisers the Senator has spoken of has been the crying need of those waters for several years past. Any one who is there to witness the attempt at the enforcement of the revenue laws or the Chinese exclusion act. feels how imperatively these cruisers are required. and recognizes there is no way of enforcing the law except by swift cruisers. such as are provided for in this bill.
