This bill proposes to create a few offices with salaries ranging from $1.200 to $4.000 a year. It proposes to impose severe penalties upon officers of vessels who unlawfully bring certain immigrants to this country. and. if I caught the reading of it correctly. it is not necessary that the officers of the vessels should know that the persons were unlawfully brought here. My recollection is that the Senator from New York took some exception to the bill pending at the last session upon that very ground. This bill imposes a fine of not exceeding $1.000 upon the officers of vessels who may unlawfully bring persons here. not knowingly. but unlawfully- that is. bring to this country any classes of persons whose immigration is prohibited by the bill. It also requiresthe vesselowners. if they unlawfully bring these persons here. to defray their expenses upon land and chrry them back to the place whence they emigrated. at their own expense. If these matters have been looked into carefully. o course I have nothing to say.
