Mr. Chairman. I can not consent to that. because the substitute deals with a matter which is not contained in the - original bill. and which is subject to the point of order that it is not germane. Ihave no objection to putting in such parts as relate to immigration. but I object to those parts which relate to naturalization. 1 They are not matters that can come up under this bill under the order of the House. and I think the gentleman from Alabama ought not I to press that point. I think further that when we go into the House this evening the gentleman ought to allow the bill which relates to immigration to be voted upon by the mcmbers who are present. and be satisfied with that result.
