I would like to have a letter of Hon. Edgar L. Ridgway. president of the old State board of immigration of New York. read by the Clerk. In that letter he gives it as his judgment that a joint commission of the State of New York and of the United States should take care of these immigrants. that in the State of New York they know better than anybody else what is required in this matter. and that they can take care of these immigrants cheaper than anybody else. I would like to have the letter read for the information of the House. and then I desire to have published in the RECORD an interview which was had with him in regard to this subject.
