That is the amendment I offer. Now. there is this consideration: The gentleman from New York said the provision in the bill was better. because it would fix the responsibility upon this new officer. It will be seen that that section provides for the appointment of a commissioner of immigration and the establishment of an immigration bureau in the Treasury Department. Now. I suggest to my friend and to the committee that if you do that. if you appoint an immigration commissioner. he will be an officer whose appointment will have to be confirmed by the Senate. and it will not be within the power of the Secretary to remove him. but if you adopt the amendment I have offered. retaining the present system. revised and improved as it is. these commissioners of immigration will be removable by the Secretary of the Treasury at any time. and I think this is decidedly preferable. I think it makes the present system more efficient instead of creating this new office and this new bure~cu. and that is the reason why I prefer it.
