I move to amend section 7 bysubstituting therefor the amendment which I send to the desk. The amendment was read. as follows: Strike out section 7 and insert in lieu thereof the following: Sac. 7. That the Secretary of the Treasury is hereby charged with the duty of supervising immigration to the United States and of regulating all matters pertaining thereto. and for that purpose he shall have the power to make all needful contracts. employ assistants. and to doall acts necessary for the comfort. protection. and proper landing of immigrants. and to appoint Inspectors wherever necessary. in no case to exceed three at any one port. to be known as inspectors of immigration. to be subject to the control of the collector of customs and to receive an annual salary of not less than five hundred. nor more than four thousand dollars. in the discretion of said Secretary. And for the purpose of carrying out the provisions of this act said Secretary is hereby authorized. by and with the approval of the President. to use any property or reservation belonging to the United States. And said Secretary shall make an annual report to the President of his doings under this act."
