I would suggest to the gentleman from Pennsylvania and to the chairman of the committee that the whole difficulty can be remedied by inserting after the word "discontinued." in line 5. the words " on the part of the United States." Manifestly the immigrant himself need not apply for any such authority to discontinue. compromise. or settle such suit. but it is the attorney of the United States who must apply to the Secretary of the Treasury. and therefore if you insert the words I have suggested it seems to me it covers the objection which has been urged. It will then read: Thatno suit * * - shall be settled.compromised.or discontinued on the part of the United States without the consent of the Secretary of the Treasury.
