If a man is sent for by rel:itives or personal friends. and the money furnished by them. they are required to satisfactorily prove within two years. or be subject to havy penalties and fines. that their relative has not been convicted of some infamous crime. in other words. they are required to proveanegative. What kind of testimony is going to be satisfhctory ? No rule is laid down here on that subject. Now. Mr. Chairman. a very large portion of the people of my State are immigrants. They are as intelligent. as respectable. as moral. and as enlightened a people and as lawabiding citizens. I imagine. as can be found in any other State in the Union.
