I wish to state to the House and to the gentleman from Kentucky that the Committee on Immigration and naturlization have. by order of the House. made a full investigation of the subject. We made a report to the House. o. 3472. covering over thousand pages. This matter has been investigated by previous CongrOsses. by committees appointed. and there is no doubt the laws relating to immiration and naturalization. especially immigration. need correction. The responsibility is now divided. This bill merely provides for a better administration. We believe that the evils which now exist as to persons coming here unlawfully will be remedied by this act. it is purely an administrative measure. and I wiisay to the gentleman from Kentuncky that this is the only way in which this bill can be brought up for consideration. and I trust there will he no objection to its consideration.
