The issue is between the two Representatives and the President of the United States and Secretary of State. I stand here to speak for proper protection of all citizens who are under the flag of the United States. no matter in what part of the world their business or interests may call them. I stand here to demand that the flag of the United States be respected. whether it floats over this Capitol. over the humblest political refugee. or over an American vessel. The President and Secretary of State have performed their duty well. and all persons except the gentleman from California and the gentleman from Pennsylvania seem to honor them for so doing. The Secretary of State very properly uses strong language. to which I call the attention of this House.
