Minnesota. and Kansas show that these attacks and ill treatment of the colored people were confined almost exclusively to strong Democratic districts. and I venture to say that a close analysis JANrir Y 20. of these several complaints would show that the parties perpetrating these crimes were of the same class that are maltreating and abusing the poor Chinamen in California and the Pacific States. I venture to say that criminals in these cases are very largely foreiguers. who have themselves escaped to this country from injustice and oppression and are guilty of the inconsistency in this country of committing these crimes upon the unoffending colored people and Asiatics.
