I said to Senator QUAY that the colored people of North Carolina had become restless under their oppression and persecution and that thousands were leaving the State and going to Milssissippi. Arkansas. Louisiana. and Texas. that I had been endeavoring to find homes and employment for them in the Northern and Northwestern States. that this tide of emigration could he easily diverted from the Southwest and turned to the doubtful States of the North and West. I inclosed him copies of letters from manyof my North Carolina Republican friends as to my integrity. etc.. among them letters from Col. 0. H.
