I believe. as the original House bill. provides in its first section. among other things. that it shall be the duty of the supervisors to be appointed under it to have charge of the "prevention of frauds and irregularities in naturalization." I refer to that clause of the bill at this time because it establishes a connection which I think important in order to an intelligent understanding and comprehension of the purposes of the bill itself. It has been said on this floor. and I believe it has not been denied. that John L Davenport is the author of this bill. We all know that no Senator is the author of it.
