" learned professors." is the phrase. and if we were disposed to be captious about words we should have to institute a sort of civilservice examination to test the knowledge of the professor. whether he be really learned or only a charlatan. but. not dwelling upon anything so captious as that. there are various exceptions which in reality impose upon a captain of a ship. it this bill becomes a law. an inquisition in all these particulars tolknow whether the party accused came under the exceptions or not.
