The idea that this bill is for the purpose of protecting American laborers in any branch is simply a mere pretext. I have in my hand the act of February 23. 1887. entitled "An act to amend an act to prohibit the importation and immigration of foreigners and aliens under contract or agreement to perform labor in the United States. its Territories. and the District of Columbia." I also hold in my hand the general deficiency bill approved October 19. 1888. which contains two clauses amendatory of this law.
