Take the reports that were made at the time. take the discussion. and it was for the express purpose of furnishing labor. cheap labor. in the manu facturing establishments of this country. and those laborers were brought there and they have been kept there ever since. No effort was made to prevent the importation of that kind of contract labor until the passage of the law of February 26. 1885.
