Corporations. as we all know. possess public franchises. and as the possessors of those franchises they are to a greater or less extentto the sorrow of many people it may be said to a greater extenta governing power in the country. and they ought to be controlled by men who are in full sympathy with our institutions and who have such a stake in the country as citizens that they will do no harm. because the harm they might do in the exercise of their corporate functions would be a harm to themselves and to their posterity alter them. Gentlemen. I know. look with some surprise and suspicion upon this amendment. but the country will come to it in time. It is not hostile to immigration. It is not hostile to the acquirement of citizenship by foreigners. It in no way precludes any man who comes here from abroad with the purpose of declaring his intention and becoming a citizen from doing so.
