I am told on good authority that since the passage of the act of 1870 there has been no contestedelection case in New York City in regard to a member of Congress. and hut one in the even year. when the State and national elections were held together. in regard to a member of either branch of the New York Legislature. That one was not because of any doubt as to the vote. but only to expose the invalidity of fraudulent naturalizations. The election system of the act of 1870. as it operates in New York. was fully investigated by the Democratic House of Representatives in 1877. through a committee of which Samuel S. Cox was chairman.
