Why did not they appear before that grand jury? Did it require money to procure witnesses? Then why not spend for that purpose a few of the fifteen or twenty thousand dollars that you assessed upon each of your candidates for office? If these seven or eight thousand naturalized citizens were legally naturalized and had a right to vote. and a few dollhrs were needed to pay the expense of procuring witnesses. why did you not spend those few dollars for that purpose? But. no. You waited. you did not act at the time. and now. after twenty years. you bring in your bill of complaint.
