The first amendment offered by Mr. LODGE was read. as follows: Section 1: Strike out all after the enacting clause as far as and including the wod " naturalization." in line 19. and insert to readas follows: - rhatthechief supervisors of elections now in office. theirsuccessors. and such supervisors of elections as may hereafter be appointed under any law of the United States. are charged in their respective judicial districts and in such Congrensional districts the majority of the counties of which are within theirjudicial districtA. both in person and by and through the supervisorsof election who may from time to time be appointed. with the supervision of elections at which Her resentatives or Delegates in Congress are voted for. with the enforcement -f tCme national election laws. and with the prevention of frauds and irregularities in naturalization. In such Congressional districts where the counties are equally divided in number between two judicial districts or where they are within more than two judicial districts. that chief supervisor of elections is charged with duty hereunder in whose judicial district there shall be the counties which. by the last national census. contained the greatest number of iahabltants."
