We have never insisted upon it. The character of the people hr.t been deemed to be of immensely more consequence than the question whether it possessed just exactly the number. or a number exceeding the unit of representation. When the character of the people of a Territory has been sueL as to make it apparent that they were able to govern themselves and to govern themselves wisely. when the Territory has been settled by immigration from Eastern States. or from older States. where the inhabitants have been accustomed to exercise and discharge the duties of State citizenship and to take part in the affairs of the State. where the edu! cational and religious and other moral features of the Territo.-y have shown that they were of high character and a prosperous. intelligent people. it has never been made a condition of admission that there should be absolutely the ratio which would entitle a State toa Representative. But there is another consideration. and that is whether in the immediate future there is prospect that the population will be great enough so that the unit of representation will be observed.
