Sir. the Republican party and the nation were benefited by the homestead policy. We need not depart from it now. I agree with my friend here that it would be well to guard Castle Garden a little more closely against certain classes of immigrants. allowing the entrance of only the best and the hardiest. but for the benefit of our own people we should continue this homestead policy with respect to the arid lands. Forty acres of these lands when once irrigated will produce as much as 160 would without this policy. Forty acres of land in that country will call for as much labor as 160 acres in the open plains.
